Yes, Croatian borders are open but there are certain restrictions and rules in place to prevent the spread of COVID-19.

Croatia your safe destination - TRAVELLING TO CROATIA IN COVID-19 TIMES

WHAT ARE THE RULES AND RESTRICTIONS FOR ENTERING CROATIA?

While the most detailed information on crossing the border and entering Croatia you can find on the official pages of the Croatian Ministry of Internal Affairs (Police) at https://mup.gov.hr/uzg-covid/english/286212 here we bring the basic overview of those rules while please read carefully on the official link the detailed rules applicable to your specific case:

  • Passengers traveling to the Republic of Croatia from an EU / EEA member state i.e. countries and/or regions which are the Member States of the Schengen Area and Schengen Associated Countries regardless of their citizenship who are on the so-called Green list will be allowed entry into the Republic of Croatia under the same conditions as before the onset of the COVID-19 disease if they show no signs of disease and they have not been in close contact with an infected person.

  • Passengers who, regardless of their citizenship, come to the Republic of Croatia from EU / EEA member states/regions, and which are currently not on the so-called Green list entry into the Republic of Croatia will be allowed with one of the following documents:

    1. Presentation of a certificate of negative PCR or rapid antigen test for SARS-CoV-2 listed on the Joint List of Rapid Antigen Tests Mutually Recognized by the Member States of the European Union, published by the European Commission if the test result is not older than 48 hours testing until arrival at the border crossing. In the case of a rapid antigen test and a stay of more than 10 days in the Republic of Croatia, the test must be performed again by the tenth day from the date of issuance of that test.

    2. Presentation of the vaccination certificate for persons 14 days after vaccination with the second dose of COVID-19 vaccine or since vaccination with a single dose, in the case of a single dose vaccine

    3. Presentation of a positive PCR or rapid antigen test, referred to in subparagraph 1 of this paragraph, confirming that the person has recovered from SARS-CoV-2 virus infection, where test was performed at the latest 180 days ago and is older than 11 days from on the day of arrival at the border crossing or upon presentation of a certificate of illness COVID-19, issued by a doctor

    4. Perform PCR testing or rapid antigen testing on SARS-CoV-2 immediately upon arrival in the Republic of Croatia (at their own expense), with the obligation to stay in self-isolation until the arrival of a negative test result. If testing cannot be performed, a measure of self-isolation is determined for a period of ten (10) days

  • Third-country nationals arriving from anywhere but from the South African Republic, Brasil, and Tanzania (Zanzibar)will be allowed entry to Croatia if they are traveling for tourist reasons and have a certificate of paid accommodation in a hotel, camp, private renter or rented vessel upon presentation one of the following documents:

  • Passengers arriving in Croatia from the South African Republic, Brazil, and Tanzania (Zanzibar) to which special epidemiological measures apply are obliged to present a negative PCR test result not older than 48 hours and they have to stay in self-isolation for 14 days. The duration of self-isolation can be shortened if the person, at the earliest on the seventh day of self-isolation, gets a PCR testing for SARS-CoV-2 at their own expense in an institution authorized to conduct testing and if the test result is negative.

  • Passengers (regardless of their citizenship) coming from countries currently covered by Annex I to Council Recommendation (EU) 2020/912 on the temporary restriction on non-essential travel into the EU and the possible lifting of such restriction, namely Australia, Japan, New Zealand, Rwanda, Singapore, South Korea, Thailand, Uruguay, China and special administrative regions of the People’s Republic of China - Hong Kong and Macao, do not have to present a negative test result for SARS-CoV-2 nor are they subject to self-isolation if they have not been in close contact with an infected person and show no signs of disease. During their stay in the Republic of Croatia, they are obliged to adhere to the general and special recommendations and instructions of the Croatian Institute of Public Health.

  • Children under seven years of age traveling accompanied by a parent/guardian are exempt from the obligation to present a negative test result and to self-isolate if the parents/guardians have a negative PCR or RAT test result, i.e. if they have a certificate of vaccination against COVID-19 or proof of having recovered from COVID-19.

At the border crossing point, the aforementioned persons, who transited to the border crossing points of the Republic of Croatia through other countries/regions without delay, should prove that they did not stay in transit areas, and in that case, they will not be required to have a negative PCR test result for SARS-CoV-2 not older than 48 hours nor stay in self-isolation.

For all foreign passengers, regardless of citizenship, due to the shortening of the procedure at the border crossing, we advise you to fill in the announcement in advance via the Enter Croatia application.
